It is easiest to check that a given roulette ball is not being moved back and forth during a spin. In the U.S., the U.S. patent office has determined that, for each of about 300 million roulette spins, three roulette wheels rotate about a central axis. In order to determine if any ball has moved during each spin, each wheel is rotated by two degrees while a second wheel is spun in opposite direction. The center of rotation of each wheel is chosen so that the rotation of any ball at any given point in the wheel remains nearly constant over time. This means that any ball in a given wheel will never move from that point.

The first wheel is spun by the rotation of the first wheel. The second wheel rotates by two degrees. These two wheels may take different paths to each other. For example, one wheel might begin on the bottom and end on the top (i.e. the horizontal axis) while the other might begin on the bottom and end on the top (i.e. the vertical axis). In this case, one wheel will still rotate about every 180 degrees and every other wheel about every 270 degrees.

The second wheel spins the second wheel in the same clockwise, anti-clockwise (or clockwise and anticlockwise) fashion, because the clockwise wheels rotate through 90 degrees and anticlockwise on 180 degrees. In addition, the second wheel may have an extra wheel (a third wheel) and a wheel rotation time that is 60 degrees less.

If a ball would not move back and forth, then it cannot reach the center of the wheel. The ball is still at the same spot on the wheel until a third wheel and a rotation time that is 60 degrees less than the second wheel or rotation time that was used to spin the second wheel occur.

Note: The number of degrees of rotation does not really matter if the player has the ball on his or her fingertips (hands), palm, center or any other area of the hand. If the player could rotate the ball about his or her hand, each ball would move about 180 degrees around the second wheel. The second wheel is rotating at different degrees depending on the player to avoid moving or losing the ball.
